You can add two separate Menus to the site. One in the Header and another in the Footer as Navigation Menu.
Note: Select the Items from Screen Options that you want to show in the Menu.
CouponORB supports two Menus.

How to create a menu,
To add a simple dropdown menu in the header,
Navigate to : Dashboard -> Appearance -> Menus
